In this follow-up to Mars Girl, the Great Disaster has shrouded the earth and made food so scarce that almost everyone in the northern half of the United States leaves for the more habitable south.  But Barker and Cecilia stay in the North and try to survive with others who have refused the government’s evacuation orders.  Without a functioning civil society, the Provos rule the North with brute force.

Barker and Cecilia, still heroes in the minds of many because they brought down the corrupt administration and saved Mars Girl, are recruited by the Provos to help their efforts to secede from the Union and create the Great Lakes States of America.  Barker and Cecilia have little choice but to join the movement, making their survival, always tenuous in the North, even less likely.
